Introducing COPAC’s Rating of the Nevada Legislature |
(May 26, 2006) - As Executive Director of the American Conservative Union (ACU) a couple years back, I came to fully appreciate the impact and influence of the ACU’s annual “Rating of Congress” project. Numerous media sources quote the ACU’s rating in stories about the conservative record of members of Congress, and political campaigns often use the ratings to either support or attack various candidates for their ideological tendencies.
Frankly, I was quite surprised to find how jealously so many conservative members of Congress guard and value their perfect 100 ACU rating.
Recognizing how important ACU’s ratings project has become on the national stage, the Citizen Outreach Political Action Committee (COPAC) decided a similar ratings project for the Nevada Legislature was long overdue.
So to get the ball rolling, we went back to the 2005 session and selected 20 bills which contained, in our opinion, a limited-government conservative/libertarian component and rated each of the 42 members of the Assembly on their votes on those bills. A brief explanation of the bills chosen is included below. A "+" in the "Individual Scoring" indicates the legislator voted in line with the COPAC position on that particular measure. A perfect score of 100 indicates the legislator voted consistently with COPAC's position on all 20 bills (none did).
As with the ACU's ratings, COPAC’s purpose "is to inform the public, in as unbiased a method as possible, exactly where individual (legislators) stand on the ideological spectrum from liberal to conservative.” Also, consistent with the ACU's rating philosophy, our selection criteria follows this standard: Does the vote reflect a clear ideological distinction among members of the Nevada Legislature? This is NOT necessarily the same as selecting the "most important" votes.
In 2007, COPAC will again rate the Nevada Legislature, rating the state Senate as well as the state Assembly.
I hope Nevada's citizens find COPAC’s Rating of the Legislature as useful and valuable as the ACU’s Rating of Congress.

2005 Vote Explanations |
1. Appropriations - AB 580 appropriates millions of dollars in new spending and “pork” spending - including $100,000 taxpayer dollars for weed control. COPAC opposed this bill.
2. All Day Kindergarten - AB 4 appropriated $22 million for the establishment of a new full-day “pilot” program providing full-day kindergarten despite no proof that such a program helps kids or is anything more than taxpayer-financed day care. The test program is destined to grow in size, scope and cost in years to come. COPAC opposed this bill.
3. Elections - SB 386 further complicates and regulates the election system, including broad new restrictions, reporting requirements, civil penalties and increased fines. COPAC opposed this bill
4. Health Care Subsidies - AB 93 provided additional health care subsidies to retired school district employees. COPAC opposed this bill.
5. Property Tax Caps - AB 489 established unequal caps on property tax increases which penalize business property and rental property owners. COPAC opposed this bill.
6. Medicaid - AB 493 increased the number of people who qualify for Medicaid, along with new government assistance to some workers for health insurance. COPAC opposed this bill.
7. Seat Belt Study - AB411 authorizes an interim study on requiring seat belts in school buses. COPAC opposed this bill.
8. Candadian Drugs - AB 195 establishes a government-run website approving the purchase of prescription drugs from certain Canadian pharmacies in violation of federal law. COPAC opposed this bill.
9. Raises for Elected Officials - AB 462 provides for automatic pay increase for constitutional officers and legislators beginning after the 2006 election. COPAC opposed.
10. General Fund Budget - AB 576 dramatically increased state spending without offsetting spending cuts in wasteful, duplicative or non-essential programs. COPAC opposed this bill.
11. Sales Tax Hike - AB 418 authorized the Clark County Commission to raise the sales tax by a quarter-cent. COPAC opposed this bill.
12. Minimum Wage - AB 87 established a statutory minimum wage for employees in Nevada. COPAC opposed this bill.
13. Right-to-Work - AB 69 would have authorized labor organizations to require employees in the bargaining unit who were not members of that organization to pay a service fee, essentially gutting Nevada’s right-to-work law. COPAC opposed this bill.
14. Charter Schools - AB 168 allows the Nevada State Board of Education to reject a charter school application even if the sponsor has met all the technical requirements established by law. COPAC opposed this bill.
15. Insurance Tax Hike - AB 135 increased the fees on insurance companies. Governor Guinn vetoed the bill. COPAC opposed this bill.
16. Taxicabs - AB 505 would have prohibited taxicab drivers from accepting certain tips. Governor Guinn vetoed the bill. COPAC opposed this bill.
17. Initiative Petitions - AJR 5 would have made it more difficult and more expensive to qualify a citizen ballot initiative. COPAC opposed this bill.
18. Medicare Prescription Drugs - AJR 6 urged Congress to undo the new Medicare prescription drug benefit before it even took effect and included provisions for establishing government price controls on prescription drugs. COPAC opposed this bill.
19. Vocational Rehabilitation - SB 225 made various changes to the administration of vocational rehabilitation which would result in higher costs to businesses. COPAC opposed this bill.
20. Raise Fuel Tax - SB 181 allowed certain counties to increase the tax on some fuels. COPAC opposed this bill.
