 The “Working American Competitiveness Act” was introduced into the Senate in June 2006 by Senator Jim DeMint (S.3496) and into the House in July 2006 by Representative Chris Chocola (H.R. 5986), co-sponsored by 16 members of Congress. This new tax legislation would overturn much of the current double taxation on Americans working abroad by eliminating the cap on the foreign earned income exclusion under Section 911 of the Tax Code.
There is abundant economic evidence that the double taxation of American citizens working abroad serves to inhibit corporations from posting Americans overseas. This, in turn reduces the competitiveness of the United States in the world marketplace.
