Family and Church Involvement

Todd has been married to Dorcas Cowan for 22 years and they have 4 children (Hannah, Paul, Daniel, and Rachel).  Todd is a product of Douglas County schools and went on to graduate from the University of West Georgia with a Bachelors of Science degree in Computer Science.  He is the son of Terry Cowan, and the late Jerry Cowan, of Douglasville. He has been a resident of Douglas County his entire life.  Todd is also a member of Ephesus Baptist Church where he has taught sunday school for the last 18 years.

 

Work History and Experience

  • Leadership role implementing Georgia's Registration and Titling System
    (Used by Tax Commissioners in all 159 of Georgia’s counties)
  • Worked with Tax Commissioners across the state (All 159 counties)
  • Interacted with Georgia Association of Tax Officials (GATO)
  • Dealt with TC-Tech (Tax Commissioner Technology Council)
  • Interacted with State Legislature (Tax Commissioner Technology related issues)
  • Established and coordinated a Tax Commissioner based governance body for prioritization of needed changes for the statewide Registration and Titling system
  • Worked for Financial Data Services – Daily Balancing the Books for Banks
  • Bachelor of Science, Computer Science, University of West Georgia
  • Involved in public service for 22 years
  • Currently serve as Chief Information Officer/Technology Director for the Georgia Department of Administrative Services.
  • Award for Customer Service, after third month on the job (2001)
  • 2005 International Award for “Best of the Web” – Government Technology (Government Internal Category)
  • Served as Agency Lead on a $1.2 billion state technology outsourcing initiative (2008)
  • Elected and then re-elected twice by his peers as Chairman of Georgia’s Chief Information Officer Council (2005, 2006, 2007).  Council is composed of 41 CIO’s and Technology Directors across state government.
  • Named by Governor Perdue to the state's Technology Assessment Steering Committee (2007).
  • Served as Southeastern Chairman of the American Association of Motor Vehicle Administrators (AAMVA), Information Technology Committee
  • Served as Technology Director for the State of Georgia, Motor Vehicle Division
  • Served on the AAMVA International Technology Standing Committee
  • Consultant for Lojack Corporation.  Implementation of Lojack within the State of Georgia.
  • Served as the original Chairman for the State of Georgia Sharepoint User Group.
  • Served on the State of Georgia Governance Council (2006, 2007)
  • Served three years on the Advisory Board for Georgia’s Digital Government Summit (2006, 2007, 2008).
  • Served 2 years on Georgia Enterprise Information Technology Leaders Forum
  • Chairman of the Information Technology Sub-Committee, during the creation of a new State Agency (Department of Motor Vehicle Safety.
  • Served on the Georgia Traffic Records Coordinating Committee (2000-2001)
  • Speaker, Gartner Executive Roundtable, GTC Executive Leadership Luncheon (2005)
  • Planning with John Hopkins University, develop international standards for the Commercial Vehicle Information Systems Network (CVISN).
  • Participated in Georgia’s “Blueprint for Modernization” study with KPMG.  The study assessed and recommended changes for the State of Georgia Tax Commissioner.
  • Assisted several State Agencies (Strategic Planning, Legislative Tracking, Large Procurements, and Annual Budget Projections)
  • Assisted local governments on Technology related issues
  • Implemented the Georgia’s Unified Network Interface (UNI) - 4th state in the nation to successfully implement.
  • Honorary Member, Georgia’s Terminal Agency Coordinators (GTAC)
  • As a result of his work for the State of Kentucky, he was made an Honorary Kentucky Colonel.
