Are County Tax Commissioner's responsible for raising property taxes?

No.  Property taxes only increase as a result of: 1) millage rate increases or 2) when property is reassessed at a higher value.  Millage rates are established by local government officials (not including the County Tax Commissioner).  The local Tax Assessors (which are not connected with the Tax Commissioner's Office) are responsible for periodic reassessments of property value.

2.   What are the responsibilities of a Tax Commissioner?

In Georgia, Tax Commissioners are primarily responsible for collecting property taxes and ad-valorem taxes, and assisting the State of Georgia with issuing and renewing vehicle tags and titles.  Tax Commissioners are also responsible for receiving Homestead and senior exemptions, calculating and mailing all property tax notices, disbursing all collected funds to the various taxing authorities, and maintaining records of all tax payments.
