What is now the 11th District was once the western part of what is now the 9th Congressional District. After the 2000 US Census, Thad McCotter was a member of the Michigan State Senate, where he was instrumental in redrawing the state's Congressional district borders. He then ran for Congress in 2002 in the brand-new 11th District that he himself helped to create.
