Ken Reid campaigned on the "4 Ts" - Trade, Taxes, Transportation and Tackling Crime.

When I say "trade," I am referring to the need for Leesburg to attract more businesses, including high-wage jobs for residentsmean, and amenities such as restaurants.   More businesses mean a broader tax base so we can lessen the burden on homeowners, who have to pay high county taxes in addition to the town tax.  Leesburg cannot just be a bedroom community, but must be a "workroom" community.  The means to this is streamlining our onerous planning, zoning and engineering requirements and parking policies.  When it comes to taxes, the 2nd "T", it is incumbent on the Council to scrutinize budgets and set objectives for each department during the budget review process.  I would like to implement zero-based budgeting so we rely less on the surplus to finance local government.  

Since 1996 I have achieved success working on many traffic issues. I fought passionately to get speed humps on my street, in order to save my kids and other kids from marauding motorists, I have worked tirelessly to get roads built, to get cut-through traffic and speeders out of residential communities, to build bridges between Maryland and Virginia and to expedite bus transit for Loudoun Commuters, such as finding a better place for the park & ride lot than at Bohlen Park, in order to reduce traffic on Sycolin Road.

It pains me to see my friends and neighbors missing soccer games and time with their families because they are stuck in Route 7 or Greenway traffic. Congestion and gridlock is not conducive to our quality of life.  Additionally, we lose time and money sitting in traffic.

Completing Battlefield Parkway is my No.1 priority and upgrading the Leesburg Bypass to an expressway, free of traffic lights, is high on my list.  .

For 10 years, I have spent countless hours and my own money to advocate for better roads, and also for mass transit solutions -- such as expanding and promoting our excellent express bus service from Leesburg to Rosslyn and D.C. As a member of the County’s Transportation Safety commission, I succeeded in getting former Sen. Bill Mims to introduce legislation to increase fines on heavy trucks using U.S. 15.  This bill passed in 2005.  It raises the fines from $30 to $250 for overlength trucks, and I believe this will discourage heavy truck traffic on U.S. 15 and through Leesburg.

I have worked with Dels. Bob Marshall-R and David Poisson-D to get some kind of relief from higher tolls – either restoring the Smart Tag discount or giving a tax credit for using Smart Tag.   I helped with the notollincrease.org efforts to stop the Dulles Greenway's proposed 78% increase in fares.

I have experience in roadway design, interchange design, as well as planning and funding these facilities. Elect someone to the Supervisors who has the passion to do something about traffic and who has been applying this passion for 10 years!

We must do our part to stop not only gangs like MS 13 or the Crips, but also gangs in our schools.  Helping stem the tide of illegal immigration will help in this regard.

We have some neighborhoods where folks have witnessed drug deals right out front of their homes.  We have some neighborhoods where some residences have become flop houses for 10 or 12 people, and there is loitering on public streets.

As a member of Leesburg’s Town Council, I have supported the idea of a public safety advisory committee just as the County has a Fire and Rescue Committee, which I believe should be expanded to oversee the Sheriff's Department.  I will work to make Neighborhood Watch more widespread.  I also want to give the utmost support to our public volunteer organizations.
